The new Emergency Operations Centre will house the City of Calgary's Disaster Services unit and a new state-of-the-art Operations Room. The City’s existing Emergency Operations Centre is on the same site, and will remain operational throughout the design and construction of the new Centre. The existing facilities are being integrated into the design of the new building.
The Emergency Operations Centre will be self-sustaining for up to 72 hours by providing off-grid power and water, food storage and cleansing areas for those managing municipal operations during an emergency. The building is to be flexible, meeting the current needs of the City and anticipating changes in the City’s Emergency Management Policies over the planned fifty-year life expectancy.
The site is in the heart of an established residential community. Manasc Isaac met frequently with local residents to discover what they require to make the Centre a positive advantage to the residential community. Through a series of design charettes and refining a number of alternative designs, Manasc Isaac was able to satisfy residents' concerns. By placing most of the building below ground, the building provides an extension to the park, reduces the amount of above-grade building mass compared to the present Centre, increases security for the Emergency Operations Centre itself and requires less heating.
The Centre is designed to meet a minimum LEED® Silver certification.
